Referring to your Despatch Parliamentary Grant of 26th. September and previous correspondence, I have the

honour to forward for your information a report of some remarks

made by Mr. E. A. Hewett as the spokesman of the whole of the Un-

-official Members together with the observations made by Dr. Ho

Kai the Senior Unofficial Member of Council on the subject of the

contribution from the Imperial Government on account of loss of opium revenue during the course of the debate on the second read- -ing of the Appropriation Bill, together with my reply.
